Its just corrosion. When you look on the cylinder head you will find these holes in the head. These go into the water channel. They decided for whatever reason not to drill them through into the block. They are not needed. These kind of things you see also on other blocks like on the A-Series engines. Just ignore them. There is no need to do anything.

Just leave it as it is. When its leaking its going into the water channel. No problem at all.
